PLNet Vs Regular Internet

by Deven last modified 2009-04-29 05:26

Comparing PLNet and Telus business internet for meeting BWCS needs.

PLNet

The Province provides Internet access through the Provincial Learning Network (PLNet). PLNet is a secure, high-speed network that connects all of B.C.’s public schools and colleges with each other in a centrally managed intranet.

PLNet users (students, staff, administrators, and teachers) should contact the Technology Department in their own organizations regarding any questions or problems.

Technically speaking, what does the PLNet do?
The PLNet is a secure, high-speed network that connects all of BC's public schools and colleges with each other in a centrally-managed 'wide area network' or 'intranet'. The PLNet enables districts to communicate, exchange information and deliver learning material. PLNet provides each school with Internet access, secure data transfer capability, around the clock help-desk support and consultative support services.

Does PLNet provide education content?
No, the PLNet is the infrastructure, or backbone, which allows both Internet access and interaction and collaboration between students, teachers, and administrators.

Esentially PLNet is just a ISP to distribute internet, with large up front costs is it worth it compared to regular internet packages offered by telus?

Telus business rate plans

Office: $71.95/month or $66.95/month on contract

  • 70GB monthly transfer
  • Up to 3.0 Mbps Downstream,1.0 Mbps Upstream

Server: $96.95/month or $91.95/month on contract

Ideal for businesses with multiple locations that hosts Web or email servers. You receive:

  • 2 static IP addresses
  • 80GB monthly transfer
  • Up to 3.0 Mbps Downstream,1.0 Mbps Upstream

Server: $166.95/month or $161.95/month on contract

You probably host your own servers and have more complicated online activities that require greater speed and bandwidth. You receive:

  • 5 static IP addresses***
  • 100GB monthly transfer
  • Up to 4.0 Mbps Downstream, 1.0 Mbps Upstream

My Opinion on PLnet

I think PLnet is a poor allocation of PAC money. It's adds no value content; it’s more about control and filtering (admin benefit) than empowering staff and students. The speed sounds impressive until you remember that most content can’t be served at speeds of 10Mbps because of server side limitations. Information is on the site, but I’d suggest you start with the server package at $160/mo we can host our own site and download speeds of 4Mbps. Who knows; maybe telus will bump us up to 10Mbps for a nominal fee. This gives us a local server (something PLnet does not offer or support) we could save the video lectures locally (perhaps downloading them at night) and access them (at 22Mbps) from within the school, building a resource asset in the process. Our own server would also allow students parents and staff to access site information over the internet securely (password protected). An example can be found at another one of our sites http://interiorhealth.net/cme/lectures/765_Child_Abuse_2006.mov/view. The server package would allow students to watch the lecture instantly at school, or download the lectures from home (it would take about twenty minutes to download an hour long lecture on ADSL). It would not be a big deal to set up or host the server (the example above is hosted from a $500 computer here in the Whitefoot).

Mike and Deven - thanks so much for this clarification. I'd like to discuss this with Karen Rempel and Blue. I can see advantages of running our own race if there is a cost associated with the PLNet. If there is no cost to us then there will be no ongoing fees either and support. I really appreciate your knowledge and support in this area.

Our next meeting is May 11th I believe at 3:30 - hope you can make it.
Gigi
